Photos are stored in your Picasa Web Albums account and are included in your 1 GB free quota for photos. Additional storage you purchase is shared between several Google products and is in addition to your free quota

You only get a certain amount of "free" storage on your google account. All of your blog pictures are saved to picasa web online and you have used up all the space. That happened to me last year. Log into your google account and upgrade your storage to the next level. It is only $5 a year. Or you have to start a new blog.
